All mineral-transport vehicles must install AIS-140 automotive tracking devices and register on the VTSDGM portal to obtain e-MM-11 forms. Latest enforcement: Nov 2025—non-GPS vehicles are treated as illegal transporters.

UP Transport Department now expects many National Permit (NP) commercial vehicles to be fitted with a certified AIS-140 GPS device and to report data to the state’s Vehicle Location Tracking System – UP VLTS (vlts.up.gov.in). Compliance is also cross-checked through the Vahan portal (vahan.parivahan.gov.in).
